MANILA, Philippines—The Independent Commission for Infrastructure (ICI) announced its plan to investigate the alleged ties between the embattled contractor couple Cezarah “Sarah” and Pacifico “Curlee” Discaya and CLTG Builders, a construction firm owned by the father of Senator Christopher “Bong” Go.
The announcement came after Department of Public Works and Highways (DPWH) Secretary Vince Dizon stated on Thursday morning that his agency and the Office of the Ombudsman would launch a parallel probe into the matter. This intensive review covers projects from 2016 to 2025.
ICI Executive Director Brian Keith Hosaka confirmed the commission’s intent during a press briefing. “We will look into that,” he said, adding that Senator Go may be invited to testify. “If there is a need to invite Senator Bong Go to the commission, then the commission will invite him.”
Hosaka stressed that the ICI’s actions are driven solely by evidence, particularly when asked if the commission would seek an Immigration Lookout Bulletin Order (ILBO) against Go, as it did with 16 other officials tagged in the flood control scandal.
“If there is sufficient evidence or information to request for an ILBO, regardless of who that person may be or who that official might be, then we will request for an ILBO,” Hosaka stated. “The commission always acts based on evidence,” he emphasized.
The probe focuses on the Discayas’ refusal to disclose details of their alleged joint venture with the Davao-based CLTG Builders, which Ombudsman Jesus Crispin Remulla criticized as “selective” non-cooperation.
Senator Bong Go, holding a separate press conference on the same day, maintained his innocence and pledged his willingness to cooperate with the ICI.
“I welcome any investigation. Let the facts speak for themselves. I am not hiding anything. I am not afraid because I am not at fault. I am not involved in any anomalous projects. I took an oath to serve the masses,” Go asserted.
He also vehemently denied any connection with the Discayas, stating that he does not know the contractor couple nor is he linked to them in any way.
